High Level Co-ordination Courses (HLC)
Objectives
The objective of the High-level Coordination Course is to prepare the participants for being sent by the European Commission as managers of the EU-deployment - Coordination Head/Deputy Head or executive staff members - to facilitate coordination of assistance in emergencies. These Coordination Heads are in general deployed to emergencies outside the EU and the course mirrors that by focusing on such emergencies. While on mission these managers are contracted by the European Commission to facilitate field coordination by assisting the local authorities in close cooperation with the UN and other international organisations on site. The core objective of the course is thus not only to improve the individual capabilities of the managers, but also to enhance their ability to function within a wider international framework.
Target group
The intended target group of the High-level Coordination Course is candidates from participating states who are selected to assist the European Commission in managing the assessment and coordination teams on operational international civil protection assistance missions. Participants who have not passed the Community Mechanism Induction Course, CMI, and the Operational Management Course, OPM, but who possess knowledge and extended experience of international missions, may be admitted if participating in a scheduled intensive recap of the CMI and OPM in conjunction with the HLC.
Course concept
The concept of the course is shaped around a combination of theoretical input, case study based syndicate work, seminars and a real time field exercise. The course spans over four days and is divided up in units, which constitute 45 min.
Curriculum
The course starts with an “Introduction”, which comprises of a presentation of the training system, the course objectives and content, the staff and participants as well as a team building exercise. Since the High-level Coordination Course is geared towards managers of international civil protection assistance missions, the topics revolve around operational and political issues. Key topics are thus how the Community Mechanism works operationally on the management level and how it is intended to function in relation to international coordination policy. Negotiation and media management are also important topics and dealt with in detail and exercised. To improve operational performance, the course also includes topics such as Coordination and Mission Management. All topics are later included in a real-time exercise in which the participants can apply what they have learned under real-like conditions.
