Operational Management Courses (OPM)

Objectives

The objective of the Operational Management Course is to prepare the participants for being sent by the European Commission to facilitate coordination of the assistance or to act as liaison officers for the European Commission in emergencies. The teams of experts are in general deployed to emergencies outside the EU and the course mirrors that by focusing on such emergencies. While on mission these experts are contracted by the European Commission to facilitate field coordination by assisting the local authorities in close cooperation with the UN and other international organisations on site. The core objective of the course is thus not only to improve the individual capabilities of experts and teams, but also to enhance their ability to function within a wider international framework. To facilitate field coordination the course therefore strives to improve interoperability between the actors in the field, by improving compatibility and complementarities between them on an operational level.

Target group

The intended target group of the Operational Management Course is national experts and managers in the field of coordination and Community institution officials likely to be involved in international civil protection assistance. Participants need to have passed the Community Mechanism Induction Course, CMI before enrolling.

Course concept

The concept of the course is shaped around a combination of theoretical input, case study based syndicate work, seminars and a real time field exercise. The course spans over six days and is divided up in units, which constitute 45 min.

Curriculum

The course starts with an “Introduction”, which comprises of a presentation of the training system, the course objectives and content, the staff and participants as well as a team building exercise. Since the OPM is geared towards national experts and managers in the field of coordination, the topics revolve around coordination. Key topics are thus how the Community Mechanism and other major international actors function and work operationally. The important information management process, field planning and staff work in field coordination are all dealt with in detail and exercised. Ethics and code-ofconduct are also important topics when going on missions outside of the Mechanism geographical area. All topics are later included in a real-time exercise in which the participants can apply what they have learned under reallike conditions.
